Making fastpath plugin compatible with openfire meetings

Description

Fix the following:

  1. MUC rooms created by fastpath are not compatible with offocus. Enable broadcast of presences to moderators as well as participants and visitors.

  2. Make the getWorkgroups method public so that other trusted plugins like ofchat or solo can query workgroups by reflection.
