Add information about HTTP Bind requirement for HTTP File Upload

Description

A user in the chat pointed out that HTTP File Upload plugin's readme is missing information that HTTP Bind should be enabled for it to work. Although this may be obvious based on the URL generated for file downloads, but adding such info should be useful.
