Make Stream Management disabled by default

Description

Stream Management is causing a lot of problems recently because of a bug in it. It looks like disabling it by default for now would be better.

It is controlled by stream.management.active system property, which is true by default. Should be set to false for new installations. Not sure about the current installations. Maybe it can be switched for them too. Although, some might use it, maybe it is not problematic for everyone.

This change can be reverted once the related bug is fixed.

Note; removed 4.3.0 from the fix version, as it's now re-enabled in 4.3 as the bug is fixed - and the appearance of this Jira in the changelog may confuse things!

As it stands currently, we have no plans for a 4.2.4 release with the imminent promotion of a 4.3.0 release.

removing openfire release 4.2.4 from Jira, this issue would have been resolved if such a release was made.

Version 4.2.4 is back now and we may have a release coming for it.
