Openfire has a 'development mode', which may or may not be still functional.

Part of that mode is the ability to have Openfire compile JSPs on the fly (as opposed to the pre-compiled JSPs that ship with Openfire).

This runtime-compilation is based on older versions of Jetty than what we use to run the embedded webservers. It also has dependencies that are now being reported as having vulnerabilities.

It is time to say our goodbyes to 'development mode'.
