When the Server Dialback feature is disabled, Openfire is expected to not use this feature, presumably both for accepting and establishing server-to-server connections.

If Server Dialback is disabled, then Openfire won’t advertise the feature (although it adverstises the namespace), but it still accepts Server Dialback authentication.

Openfire should not accept Server Dialback authentication on inbound s2s streams when the feature is disabled.
