PacketRejection should allow for PacketError to be defined

Description

When rejecting an (inbound) stanza in a PacketInterceptor, a PacketRejectedException is thrown. When this happens, an error stanza can be returned to the sender of the rejected stanza.

API should be added that allows for a stanza error to be defined that is to be used in that error.
