SerializableCache appears to be unusable (ClassCastException on creation)

Description

introduced a new type of cache, the SerializableCache. This cache is intended to be used by plugins.

It appears that this implementation ... cannot be used. At all?

When invoking its factory method from CacheFactory, a ClassCastException is thrown:
