Add Hebrew translation

Description

Schimon Jehudah Zackary has graciously been translating the admin console into Hebrew. This translation should be added to Openfire.

As this language uses a right-to-left orientation (as opposed to the left-to-right orientation that’s used by the languages that are currently supported) the admin console needs to support using a different text orientation.
