XEP-0115 Entity Capabilities is an optimization for discovering features of an entity. As an entity itself, Openfire supports this feature. It includes its entity capabilities in a stream feature element so that connecting clients and peer servers do not need to send service discovery requests each time they connect (as described by section 6.3 of the XEP).

Although Openfire clearly supports the XEP, it does not advertise that it does (per section 7 of the XEP).

Openfire must advertise that fact by returning a feature of 'http://jabber.org/protocol/caps' in response to a service discovery information request.
