If a non-occupant sends a request to an occupant, a MUC service MUST return a <bad-request/> error.

Description

If a non-occupant attempts to send a disco request to an address of the form <room@service/nick>, a MUC service MUST return a <bad-request/> error.

See
http://xmpp.org/extensions/xep-0045.html#disco-occupant

Currently Openfire returns a <not-authorized/> error instead, if a non-occupant sends a disco request to an occupant.
