stanza with multiple "to" attributes generated after restart

Description

Rebooted ignite01 today to apply errata, which restarts openfire of course. When openfire came back up, it was generating this stanza

Note the the message element has two 'to' attributes. Unsure of how this could happen.

Well, I have not seen this recently, perhaps the issue still exists, but will close until somebody notices it again

This happened to me on my local laptop. I wanted to test something, and created a room with two participants (via the admin console). I then tried joining and rejoining the chat, when suddenly, this started to occur. The problem for me was a message that was stored in the in-memory message history strategy for the muc, that's stored to denote the last subject change.
