lib/log4j.xml should be denoted as a config file in the installers

Description

Currently, the lib/log4j.xml file is not denoted as a 'config file' within RPM, so when users install a new RPM, any changes they made to log4j.xml are destroyed. So lets

  1. review log4j.xml settings in other installers

  2. mark it as a config file for RPM
