"Alert when user is available" should open a new chat window

In the prior versions of Spark "Alert when user is available" option was opening a new chat window with a user selected with that option, when he was online again. Probably after fixing bug there was a regression and it now only shows a popup. I think this is a useful feature as one can't always notice the popup, but usually new window flashing in the taskbar is visible enough. So, i'm suggesting to bring that feature back. I'm now very dependant on that feature

Good catch with a toast popup. I didn't notice it was showing even when toasts were disabled. I think we should stick with a "specification" that new features or options shouldn't conflict or override other program-wide preferences.

ok thanks. so this is the TODO for the update:
1. Show only toaster if enabled in the preference
2. Only bring window to front if enabled in pref.
3. Write "John is online at time/date" in the chat window when john is available

hopefully i got it
we need kind of specification for such things

If you have chat opened with someone and he goes offline, Spark will show a message (green text color) like "John is offline at time/date)". It was showing "John is online at time/date" or something similar in a new or already opened chat window if you had an alert set up. As about new chat window. I have bringing window to front disabled in my preferences, so i think it shouldn't change a behavior just for this alert. I don't like windows popping up in front. How i was using this: search for someone in the roster, right click and press "Alert when user is available", then i was doing something else, while waiting (it could take few minutes or half a day until someone is back at his desktop), chatting, working with other programs, etc. It is ok for a new window/tab to appear in the taskbar and flash. Not intrusive. And i will check it when it is convenient to me. Also, there are toast popups which i can turn on if i want some additional notification. I think new window should appear in the background.
