Openfire Does Not Return Error Element In Error Packets

Description

Section 9.3.1 of the standards document RFC 3920 states that: "An error stanza MUST contain an <error/> child element."

This must be enforced by Openfire in order to disallow implementors from returning error packets without the proper stanza.
