Fix description of Broadcast disabling option in Client Control plugin

Description

Currently Client Control plugin says "Allow for broadcasting of messages to specified groups or entire roster." by the option to disable Broadcasting in Spark. And it doesn't disable broadcasting option to selected users. This will be fixed in Spark with SPARK-1822, so description should be updated also.

I submitted PR #663 which fixes this tiny issue. Now it includes translations for CZ, ES, FR, PT_BR and English.

I'm just about to recompile it. Although, this will only change the text for the English locale. There are 5 other locale files which will need to be patched by others.

Yes, it's a part of Openfire (it was part of Enterprise paid version, but open sourced by Jive). This ticket is merely about fixing one line of description text. I can do it myself. But if you already on it, go on i think it should either just say "Allow for broadcasting of messages" or add "or selection of users" to the current text. I think first one is better.
Btw, this PR will go to Openfire repo and it will be merged by someone else, i don't have merge rights there.

I see it's part of Openfire and not a community plugin. Will try to patch it to fix this issue.
