Set through the admin console the MUC room configuration form's default values

Description

Currently the default values of the room configuration forms are hardcoded. We could add a menu option to the admin console where you can set through MUC room configuration form's default values.

Making the configuration read from the service properties makes sense. Note that the rooms created from that admin console should always be persistent ().

My thought is to replicate the server properties interface for MUC service properties here:

I've committed a new admin page to setup default groupchat room properties (for the ofMucServiceProp table). These properties are used if a room is created via XMPP (not via admin console). If you want create a new room via admin console and you have multiple groupchat services, it's difficult to know which default properties do you want to use. So I thought maybe we reactivate the muc.room.maxUsers, etc. properties to setup the admin console?

Wildfire 3.2.0 allows to set these values as system properties. JM-949. The last step missing is adding a nice UI to configure these properties.
