XEP-0157: Improve support

Description

https://issues.igniterealtime.org/browse/OF-1472 added support for https://xmpp.org/extensions/xep-0157.html, by implicitly exposing the contact details of Openfire admins via XEP-0157.

 

XEP-0157 support in Openfire should be improved upon. Ideally, the admin console is used to determine what users are exposed as what kind of XEP-0157 contact.
