On Cluster Join, repopulate the newly acquired clustered cache with the local copy of items

Description

Similar to OF-2227. When joining the cluster, the local cache disappears, replaced with a clustered cache from the existing nodes.

Use the local copy maintained in https://igniterealtime.atlassian.net/browse/OF-2221 to add local items to the clustered cache and make it whole.
