Expose member-only MUCs member list to all occupants

Description

XEP-0045 section 9.5 states:

A service SHOULD also return the member list to any occupant in a members-only room; i.e., it SHOULD NOT generate a <forbidden/> error when a member in the room requests the member list.

Openfire currently returns the member list only to admins and owners. It should return it to all occupants.
