HTTP requests for 'other' plugin files (eg: images) return 403

Description

Some images of plugins do not show up in the admin console.

The cause of the problem is shown by iarwen in : the context path that is used to look up the file on the file system contains a leading slash, which makes a ‘is accessible file’ check.
