Migrate operational configuration properties from openfire.xml to DB

Description

Migrate operational configuration values from the openfire.xml file into the database. This will improve automatic setup and deployments via scripting tools such as Chef and Puppet.

Note that several operational properties are already being migrated. The following additional properties will be migrated:
