Update jDTS driver to 1.3.1 Release

Description

I would like to request a ticket be opened to have the jDTS java driver updated to the current release.
jTDS JDBC Driver

The current OF bundled version is 1.2.2
The current version is 1.3.1 and it addresses some issues with connected to newer version of ms sql.

I've been running version 1.3.1 in production for a year against a ms sql database without issue.
