Setting "Chat Window Always on Top" also enables "Main Window Always on Top" behavior

Description

When Chat Window setting is set to always be on top (either in spark.properties file with ChatWindowAlwaysOnTop=true or enabling it within the chat window using the icon), it will also make the Main Window behave as if it's always on top (after Spark restarts). The chat window's always on top settings should not influence the main window's always on top behavior.
